In our system we don't have any FINAL groupings!  We have initials [b, p, m,
f, d, t, n, l, dz, ts, s, dj, tx, x, g, k, h] and the other sounds beginning
with [a, e, i, o, u] that can be INEPENDENT OR FINAL.
