Hi, Paul. There is normally no preposition before infinitives (and even using the -r infinitive form is optional in a case such as this one). It should read "Tota persones ave la direto, en egalia plen, es(er) escutada justa e...." It is difficult for us to get used to, though. The only "exception" I am aware of is when we want to say "in order to..." followed by a verb. In that case, we use the preposition "per." It is, of course, not an exception but a different construction.
