I understand your point, and it has been seriously considered.  The
main reason for retaining the z is that is permits easy transliteration
of greek technical terms, without losing so much of their
identifiability.  Most of the romance languages do use the z sound,
even if they more commonly write it as a single s.  So keeping it in a
few regular lfn words keeps it "alive," so to speak.

A minor note:  zuca and zucar would become confused with suca and
sucar.  On the other hand, if anyone has a hard time with pronouncing
z's, there will be little confusion if they pronounce z as s.
